The Enterprise captain was willing to stake his authority on the dignity of a member of his crew.
“The first duty of every Starfleet officer is to the truth,” Picard said. His leadership depended on listening to his officers, weighing their advice, and pursuing negotiation before resorting to force.

Law and ethics were tools he brought to conflicts that weapons couldn’t settle.
That resolve came with vulnerability. After the Borg assimilated him and made him their spokesman, Locutus, he lived with the trauma of being forced to serve them and the aftermath of the devastating Battle of Wolf 359. His anger toward the Borg could push his measured judgment into fury.
Stewart carried those tensions through 4 Next Generation films and later Star Trek: Picard. The captain who defended other people’s freedom also knew what it meant to have his own taken away.
His insistence on truth found its bluntest expression in Chain of Command: “There are four lights!”
